President Dr. Muizzu revises investment policy, unveils major economic projects
President Dr. Mohamed Muizzu has issued Presidential Decree No. 6/2025, introducing amendments to Presidential Decree No. 6/2024, which governs projects eligible for cross-subsidy investment and sets new minimum investment thresholds.
Issued under Law No. 2/99 (Maldives Tourism Act), the decree outlines key investment projects, financial commitments, and designated locations for development.
The amendments focus on expanding aviation, tourism, infrastructure, security, and social welfare initiatives across the country.
The decree includes provisions for the development of multiple new airports in strategic locations to improve connectivity and boost economic activity.
The identified sites for airport development include:
- HA. Dhidhdhoo
- HDh. Makunudhoo
- Sh. Komandoo, Milandhoo, Bileiyfahi
- R. Fainu, Alifushi
- B. Thulhaadhoo
- AA. Mathiveri
- M. Muli
- F. Nilandhoo
- Th. Guraidhoo, Vilufushi
- An additional airport in Huvadhu Atoll
- Two new airports in Laamu Atoll
This initiative aims to enhance regional air access, facilitate tourism growth, and improve transport infrastructure for local communities.
To bolster the tourism sector, the decree mandates the implementation of the Asseyri Tourism Project in Laamu Gan and Addu City.
This project is expected to drive investment and job creation in these regions.
In addition, the government has approved significant land reclamation projects within K. Giraavaru lagoon, allocating:
- 15 hectares for the ‘Hope Island’ project, which will provide dedicated support and rehabilitation for at-risk children.
- 30 hectares for the development of a new Central Prison Complex, aimed at improving correctional infrastructure.
The decree also places emphasis on national security and social housing, with extensive land reclamation efforts planned in:
- Rasmale’
- Gulhifalhu
- Giraavarufalhu
- Uthuru Thila Falhu
These projects align with the government's long-term strategy to improve housing availability and reinforce national security infrastructure.
The government has also approved major road and utility network expansions within newly reclaimed areas, along with the construction of key causeway links to enhance inter-island connectivity.
Planned causeway projects include connections between:
- Th. Veymandoo and Th. Kin'bidhoo
- Th. Dhiyamigili and Th. Madifushi
- L. Hithadhoo and L. Kunahandhoo
- L. Kalaidhoo and L. Dhan'bidhoo
- M. Muli and M. Naalaafushi
Additionally, a High-Performance Centre will be established to strengthen national capabilities across multiple sectors.
The amendments introduced by President Dr. Muizzu mark a significant step in strengthening economic growth, improving infrastructure, and enhancing social welfare across the Maldives.
