Government rolls out national framework to protect rights of the elderly

The Ministry of Social and Family Development has unveiled the Maldives’ National Action Plan on Ageing 2025–2028, outlining a four‑year roadmap to enhance the welfare, dignity and protection of older persons across the country. 

Developed in collaboration with UNESCO, the plan is framed as a multi‑sector framework intended to turn existing policies on ageing into coordinated, practical measures implemented by government agencies and partner institutions.

Minister of Social and Family Development, Dr Aishath Shiham highlighted that the government regards the creation of a robust and equitable system for older persons as a central priority, with a focus on safeguarding their rights, protection and overall wellbeing in line with President Dr Mohamed Muizzu’s policy direction. 

She noted that many of the president’s commitments emphasize enhancing respect, safeguards and services for seniors, positioning the new action plan as a key instrument for delivering on those promises.

The action plan focuses on strengthening systems that support older persons’ health, income security, social participation and access to care, aiming to create conditions for seniors to live with respect, independence and adequate support. 

It sets out standards and mechanisms to guide services for the elderly and to ensure that age‑related issues are addressed in an organized and sustainable manner.

According to the ministry, implementation over the 2025–2028 period will concentrate on building a comprehensive national roadmap on aging and promoting greater coordination between sectors that work with older populations. 

The plan underscores the need for appropriate resource allocation, clear responsibilities and improved service delivery so that commitments to elder care and protection translate into tangible outcomes.

The launch of the National Action Plan on Ageing is presented as a major policy step that aligns with the government’s broader agenda of expanding social protection and support for vulnerable groups. 

By formalizing a dedicated framework for aging, authorities aim to place older persons’ rights and wellbeing more firmly at the center of national development efforts over the coming years.
