Special Presidential commission established to probe rooftop incident in Malé

President Dr Mohamed Muizzu has established a Special Presidential Commission of Inquiry to independently and credibly investigate the incident that occurred in Malé on April 18, 2025, involving a young woman found collapsed on a rooftop.

According to a statement issued by the President's Office last night, the Commission was formed under the powers granted to the President by Article 115(o) of the Constitution.

The Special Presidential Commission of Inquiry was created through Presidential Decree No. 11/2025.

The Commission has been tasked with conducting a thorough, independent, and impartial inquiry into the circumstances surrounding the incident.

Its responsibilities include establishing the facts, reviewing the actions of relevant institutions, identifying required corrective measures, and ensuring accountability.

The members appointed to the Commission are:

- Dr Mohamed Munavvar, G. Hassankaarige (President of the Commission)

- Brigadier General (Retired) Ahmed Mohamed, V. Almaan

- Dr Mohamed Habeeb, Seesanmaage, S. Hithadhoo

The Commission has been granted extensive powers, including the ability to seek cooperation from state institutions and individuals, engage foreign experts, exercise investigative powers similar to law enforcement agencies under the Criminal Procedure Act, and request judicial orders such as arrest warrants.

It also holds the authority to summon individuals, demand documents and evidence, and subpoena information from prior investigations conducted by any institution or body.

The Special Presidential Commission will continue its operations until the President officially declares the completion of its mandate.

Meanwhile, Hawwa Yumnu Rasheed, the young woman involved in the incident, was transferred to Malaysia last night for further medical treatment.

Her condition had initially required ventilatory support but later improved, allowing for her transfer.

Authorities also confirmed that by yesterday, the phones of nine individuals had been confiscated as part of the ongoing investigation into the case.
