President Dr. Muizzu ratifies key amendments to Maldives Tourism Act
President Dr. Mohamed Muizzu has ratified the 15th amendment to Law No. 2/99 (Maldives Tourism Act) following its approval by the People’s Majlis on March 19, 2025.
The revised law introduces significant changes to the framework governing tourism development in the country.
The amendment restructures the allocation of islands, land, and lagoons for tourism projects under cross-subsidy mechanisms.
It also updates regulations on lease extensions, redevelopment of tourism establishments, and establishes a new Tourism Trust Fund.
Under the revised law, land designated for tourism on inhabited islands and cities must comply with the corresponding urban development plans.
The President now holds the authority to allocate uninhabited islands and lagoons within these jurisdictions for tourism development, limited to guesthouses and hotels.
Resort development allocations under cross-subsidy must align with national policies aimed at maximizing economic and social benefits.
Lease extensions will be subject to a fee, with a maximum extension period of 49 years.
The Ministry of Tourism and Environment is tasked with regulating tourism establishment closures and redevelopment, enforcing a newly introduced safety and operational standards code, and overseeing advertising regulations for tourism service providers.
Additionally, the amendment dissolves the Tourism Industry Trust Fund, transferring its assets to the newly formed Tourism Trust Fund.
Following its ratification, the law has been published in the Government Gazette and is now officially in effect.
