Yameen questions inaction against Ministers Ameen and Minister Ihusaan over Yumnu's case
Former President Abdulla Yameen has raised concerns over the continued presence of two senior government officials in their positions, following the release of the investigative report on the April 18 incident involving the death of
Hawwa Yumnu Rasheed, who was found on the roof of a warehouse in Henveiru.
The report, issued earlier this week by the Presidential Commission led by Dr. Mohamed Munavvar, details irregular actions by Minister of Transport and Civil Aviation Mohamed Ameen and Minister of State for Homeland Security and Technology Ali Ihusaan actions Yameen claims fall outside their official responsibilities.
Speaking at a PNF meeting, Yameen questioned why the two ministers have not faced any consequences, especially when the report led to the dismissal of Daud Ahmed, Under Secretary for Digital Strategy at the President’s Office.
If the action against Daud is furthered, then similar steps should be taken against these two ministers(Minister Ameen and Minister Ihusaan) . Even Munavvar's report recommends it. Why are they still in position?
Yameen asked.
According to the report, Minister Ameen acknowledged that individuals linked to the incident including the victim and her acquaintances had gathered on the rooftop of Maandhooge, his family residence, on the night of April 17.
He stated that he was abroad from April 16 and only returned to Malé around 8:20 a.m on 18 April, learning of the incident through the media.
Ameen said he was informed by his nephew, Izdhiyaan Mohamed, that a girl who had attended the rooftop gathering had fallen at a different house hours later.
Ameen denied exerting any influence over the police investigation.
He admitted to calling Commissioner of Police Ali Shujau, claiming the purpose was solely to inform him that police would have full access to search Maandhooge.
He further clarified that the surveillance system at the residence had not been functioning for six to eight months and that police had entered the property twice without a court order on the night of the public protest.
He also stated that he only knew two of the individuals involved Izdhiyaan Mohamed and Yoosuf Ahmed as his relatives.
He said he recognized Aishath Layaaly as Izdhiyaan’s girlfriend and knew Yoosuf Yassaar Abdulgafoor through his connection with former UN envoy Dr. Hala Hameed.
Ameen emphasized he did not know other people connected to the case.
Minister Ihusaan’s testimony revealed a more hands-on involvement in the days following the incident.
On April 22, he ordered a closed press briefing after public speculation framed the incident as a rape and being pushed through the window.
He said once it became clear that the circumstances differed from public claims, he personally showed the victim’s family available CCTV footage to clarify the sequence of events. H
owever, he noted that despite this, the family made contradictory statements during a street protest, which he interpreted as undue influence and ordered the footage be released publicly.
The report further detailed Ihusaan’s interactions with Daud Ahmed, brother of Raudh Ahmed, the last person seen with Yumnu on CCTV.
Ihusaan confirmed that he knew Daud from political work during the 2023 presidential campaign.
On April 18, Daud contacted the minister to say his brother had been arrested, prompting Ihusaan to ask for an ID number and respond that he would look into it.
He said he did not make any calls on Daud’s behalf and only followed up to confirm whether police were present at Daud’s residence when he had texted him later in the evening.
The minister also confirmed that he visited the scene of the incident and conducted an informal re-enactment to test whether a fall was possible from the terrace.
He claimed he acted purely out of personal curiosity after receiving a message suggesting the fall through a fanlight window was physically implausible.
Ihusaan admitted to calling senior police officials to inquire about ongoing activity outside Daud's house but insisted he had no prior knowledge of case details due to being in transit on April 18.
According to the report, Minister Ihusaan stated that he personally knew Izdhiyaan Mohamed Maumoon and Daud Ahmed.
However, Ihusaan emphasized that he did not know any of the other individuals connected to the case and had not been contacted by anyone else regarding the matter.
