Raudh didn't push Yumnu, but his negligence played a role: Commission Report
The Presidential Commission investigating the fall of Hawwa Yumnu Rasheed has concluded that Raudh Ahmed Zilal did not intentionally cause her fall but was negligent in the circumstances following the incident.
While the investigation ruled out both suicide and deliberate harm, the commission determined that Raudh’s failure to ensure Yumnu’s safety and his inconsistent recollection of events pointed to significant irresponsibility.
According to the commission’s 72-page report, the duo entered two different residences on the night of April 18 before arriving at H. Fentenoy, the building from which Yumnu ultimately fell.
Police confirmed that Fentenoy had no known connection to either of them.
Both individuals were reportedly intoxicated that night.
Raudh told investigators that he had no memory of what occurred between leaving the first residence, Ma. Maandhooge, at 3:59 a.m., and arriving at his house, H. Mairaa, at 5:38 a.m. on April 18.
Surveillance footage showed no sign of conflict or coercion between the two, and Yumnu was seen voluntarily ascending the stairs.
However, the report noted that the actual fall through a fanlight window on the 9th floor was not captured by any CCTV camera.
The commission emphasized that while Raudh did not act with criminal intent, his intoxicated state and subsequent actions or lack thereof amounted to negligence.
He was deemed responsible for failing to assist Yumnu in a timely and adequate manner.
After the fall, Raudh was seen leaving H. Fentenoy for the third time at 5:08 a.m. calling out for Yumnu and looking at the roof of warehouse she fell onto, attempting to get help, and trying to charge his phone before encountering Saaif Mohamed on the road at 5:36 a.m. and arriving at his home by 5:38 a.m.
Raudh has been charged with failing to assist a person in need, a charge that carries a maximum penalty of one month and six days in jail.
He is not currently in custody.
The findings were made public following an order by President Dr. Mohamed Muizzu.
