The Presidential Commission investigating the fall of Hawwa Yumnu Rasheed has concluded that she most likely fell accidentally through a fanlight window on the 9th floor of H. Fentenoy on April 18, and found no evidence suggesting she was either pushed or intended to harm herself.

The findings, made public following an order by President Dr. Mohamed Muizzu, indicate that Yumnu’s fall was unintentional.

The investigation ruled out both suicide and deliberate harm by another person.

According to the report, several key factors led to this conclusion:

- CCTV footage and witness testimony show no signs of conflict between Yumnu and the man she was with, Raudh, on the night of the incident.

- Yumnu was seen ascending the staircase to the 9th floor voluntarily, with no evidence that she was coerced or forced to the scene.

- Although intoxication was confirmed for both individuals that night, the commission found no behavioral indicators suggesting Yumnu had any intention to end her life.

- After the fall, Raudh was seen searching for her, calling out her name, attempting to reach others, and trying to charge his phone to get help.

- Medical records indicated that Yumnu’s injuries were consistent with a fall, with no physical evidence of assault or being pushed.

The report does not support theories that she jumped or was pushed from the terrace or fanlight.

Instead, the evidence points toward an accidental fall through the fanlight window.

While no criminal intent was found on Raudh’s part, the Commission concluded that he had shown negligence.

His failure to ensure Yumnu’s safety, along with his inconsistent memory of events, contributed to a finding of irresponsibility.

The Prosecutor General’s Office has since charged Raudh with failing to assist a person in need, a charge that carries a maximum sentence of one month and six days.

He is not currently in custody.
